Citizens of most of the countries have to get Russian visa prior to arrival. Most common visa type is Tourist (max 30 days stay, single or double entry, Visa Support Letter required, issued by Russian Consular Department in country of applier's citizenship), it's suited for tourist trips to any city and through any air, land or water harbour and takes around 1-2 weeks to be issued. We can provide a VSL for our clients (only with booked&prepaid tour program, not for all citizenships). However if you're planning a short trip to Saint-Petersburg / Leningrad region, Kaliningrad / Kaliningrad region or Far Eastern Federal District, now you can get e-visa (max 8 days stay, inkl. days of arrival and departure, single entry only, VSL not required, issued online via authorized site run by Russian Consular Department). It takes 2 work days to issue (apply 4 days prior minimum), can be used for entering and exiting Russia only through listed harbours of region it's issued for and will be delivered by e-mail, so no visit to Consulate is required.
